Cuando la protección se convierte en desatención

¿Por qué se crean sistemas de asilo que, en teoría, pretenden dar solución a crisis humanitarias, pero que a medio y largo plazo,  el problema se enquista? Ocurre que mientras las personas refugiadas están bajo un sistema de amparo, el resto de los países desatienden el problema y Europa se va llenando de campos de refugiados.

Warum sind Asylsysteme geschaffen, die theoretisch, in der Theorie, der humanitären Krisen zu einer Lösung geben wollen, aber dass mittel- und langfristig das Problem behindert wird? Es geschieht, dass während Flüchtlingspersonen unter einem Schutzsystem stehen, der Rest der Länder entriegelt das Problem und Europa ist mit Flüchtlingslagern gefüllt.

Perché i sistemi di asilo sono creati, che, in teoria, intendono dare una soluzione alle crisi umanitarie, ma che a medio e lungo termine, il problema è impedire?
